| Abstract: | Der Autor blickt auf seine sechzehnjährige Tätigkeit in der Sucht- und Drogenhilfe der Stadt Zürich zurück. Er beschreibt Herausforderungen, Probleme und Erfolge in der Zusammenarbeit mit der Polizei. Sein Fazit: Polizei und Soziale Arbeit waren in der Schweiz fähig, soziale und rechtliche Fragestellungen gemeinsam zu lösen, sozialstrukturelle Probleme aufzuzeigen und auch unorthodoxe Lösungen im kommunalpolitischen Kontext durchzusetzen. Einen grundsätzlichen drogenpolitischen Wandel vermochte das Bündnis von Polizei und Sozialer Arbeit aber nicht einzuleiten. The author looks back at his sixteen years of activity in directing social and medical services for drug users in the city of Zurich in Switzerland. He describes the challenges, the problems as well as the successes in activities carried out in cooperation with the police. In judging the outcome of these mutual efforts, he concludes that those involved in policing and social work in Switzerland were capable together of finding pragmatic solutions to legal and social problems; they were also able to highlight structural deficiencies and enforce unorthodox approaches within a local context. In the end, however the coalition of police and social work was not able to achieve a fundamental change in policy. |
