Abstract: Program objectives are the key element of quality assurance measures at curriculum level as well as of the teaching and learning contract that exists between students and lecturers. Systematic measuring of how students meet the program objectives, as well as related feedback, are essential in promoting reflection on learning processes by (and between) students and instructors. On the other hand, such an assessment system, in particular where it concerns transferable skills, places high demands on an educational organization and its (technical) infrastructure. The tool myCompetence was designed as a comprehensive quality development tool not only to facilitate the development of academic programs by heads of degree programs, module coordinators and lecturers, but also to encourage learners in making the best use of their learning environment and help them make the most of their learning processes. myCompetence has three main functions: It coordinates the allocation of ‘assessment events’ between modules and actors (coordinating function), it records individual forms of competency (measuring function) and it provides the actors, especially learners, with valuable feedback on their skills development throughout the course of a program (feedback and reporting function). It can be used not only by the heads of study programs, module coordinators and lecturers to develop academic programs but can also help learners to fully exploit their learning environment and make the most of their learning processes.
