dc.description.abstract | Energy security is a multi-faceted and trans-disciplinary concept, which has significantly broadened over time beyond its original focus on security of supply. Diversity and geopolitical aspects have been a major concern for a long time, but consideration of hybrid threats only came into public focus with the annexation of Crimea in 2014 and especially the ongoing war in Ukraine. This research presents a preliminary analysis for the European natural gas network. It complements an indicator-based approach with a synergy of Multi-Criteria Decision Analysis (MCDA) methods to assess energy security performance at the country level. A unique feature is that it applies a transparent and comprehensive methodological approach, including an interactive and iterative exchange between the analyst and decision maker (DM). The main objectives include elicitation of preferences from different DMs, identification of potential changes in preferences due to recent geopolitical events, and a comparison of countries’ performance, including an assessment of the robustness of their ranking. Ultimately, this facilitates the incorporation of diverse preferences and perceptions that may have important bearing on the results, and influence collaborative strategy and policy development. | de_CH |
